Modernization of Fergana Oil Refinery

The Fergana Oil Refinery is implementing a large-scale modernization program aimed at increasing production efficiency, expanding the range of oil products, and improving product quality. The modernization project meets modern technological and environmental standards.

Goals of Modernization
The main goal is to provide the country’s consumers with high-quality oil products, make efficient use of production capacities, and enhance the refinery’s export potential. The program focuses on:

  • increasing the depth of oil processing to 92%;
  • introducing modern technologies for gasoline, diesel fuel, aviation kerosene, and motor oils;
  • optimizing water and steam usage to reduce energy consumption;
  • reconstructing existing units and constructing new facilities;
  • automating the monitoring of raw materials, products, and energy resources;
  • improving the environmental performance of the refinery.

Production Capacities and Products

The refinery processes up to 2 million tons of crude oil annually, producing:

  • 560,000 tons of AI-92 EURO-5 gasoline;
  • 198,000 tons of aviation kerosene (Jet A-1 and TS-1);
  • 538,000 tons of EURO-5 diesel fuel;
  • 175,000 tons of motor and base oils;
  • 290,000 tons of bitumen for construction and road works;
  • 64,000 tons of liquefied gas;
  • 25,000 tons of other oil products.

New and Reconstructed Facilities

The modernization project includes the construction and upgrading of key technological units:

  • hydrocracking unit;
  • high-purity hydrogen production unit;
  • Pressure Swing Adsorber (PSA) unit
  • An isomerization unit for the production of gasoline meeting modern standards.
  • water purification and steam production facilities.

Existing facilities have also been upgraded, and modern laboratories and control buildings are being constructed.

Achievements (2022–2025)

  • 100% of equipment delivered for steam and water treatment units;
  • 32 of 35 new storage tanks constructed and commissioned;
  • hydrogen production unit producing 99.9% pure hydrogen put into operation;
  • motor oil production and packaging lines reconstructed;
  • central control building and administrative facilities completed;
  • automated measurement system for oil and oil products implemented;
  • refinery infrastructure upgraded, including roads and utilities;
  • solar panels installed (1.3 MW);
  • production of new types of aviation kerosene, diesel fuel, and motor oils launched.
  • The boiler unit and chemical water treatment unit have been commissioned;
  • the administrative and amenity complex (AAC) and changing rooms for the enterprise employees have been commissioned;
  • as part of the implementation of an automated material balance calculation system, 61 out of 107 mass flow meters and 54 out of 148 level gauge sets have been installed.

Plans for 2026

  • Completion of construction and installation works at the PSA unit and commissioning of the unit;
  • Full commissioning of 11 new vertical storage tanks and automation of oil and petroleum product volume measurement;
  • Full completion of reconstruction works at 4 units, followed by the phased commissioning of the facilities in 2026–2027;
  • Equipment delivery for the hydrocracking unit is 70% complete, while construction and installation works are 40% complete. Full completion of construction and installation works at the facility is scheduled for Q4 2028.

Environmental and Technological Improvements

The modernization ensures efficient water and waste treatment, optimized energy consumption, improved safety, and reduced environmental impact.

The modernization of the Fergana Oil Refinery allows it to produce high-quality products that meet modern standards, reliably supply the domestic market, and create opportunities for export growth.
